- → Candidate must hold a Bachelor's Degree in Civil Engineering (B.E./B.Tech) from a recognized University/Institution OR be an Associate Member of the Institution of Engineers (India) in Civil Engineering (AMIE Civil).
- → Candidate must be a Citizen of India.
- → Candidate must be able to read, write, and speak Odia fluently.
- → Candidate must have passed Middle School Examination / Class X / Matriculation with Odia as a language subject OR passed a language test in Odia in Middle English School Standard conducted by BSE Odisha.
- → Minimum age limit is 21 years and maximum age limit is 42 years as on 1st January 2026 (candidate must not be born earlier than 2nd January 1984 and not later than 1st January 2005).
- → Candidate must be of good mental and bodily health and free from any physical defect likely to interfere with the discharge of executive duties.
- → If married, candidate must not have more than one spouse living (unless exempted under special state laws).
